MANAGEMENT OF MULTI-STOREY BUILDINGS BEING REVIEWED

The Secretary for Home Affairs, the Hon. Jack Cater, told the
Legislative Council today that the government has recently set up a working
group to re-examine the whole question of the management of multi-storey
buildings, including the desirability of amending the Multi-Storey Buildings
(Owners Incorporation) Ordinance.
He revealed that some 400 such organisations had been formed since
the ordinance was enacted about three years ago.
"The City District Officers are continuing to encourage the formation
of more omers' corporations under the existing legislation," he said.
In connection with the Clean Hong Kong 1973 Campaign and the Fight
Violent Crime Campaign, Mr. Cater said additional staff have been deployed
by the Secretariat for Home Affairs and the New Territories Administration
to encourage the establishment of mutual-aid committees in as many multi-
storey buildings as possible.
Mr. Cater said that the formation of such committees will be subjected
to minimal formalitiy and they will not be required to be registered as societies
under the Societies Ordinancę.
He expressed the hope that some of these mutual-aid committees would
eventually end up as owners' incorporations.
