contribute expert opinions and ideas to the process of policy formulation,

amendment and revision at the government level.

Sir Hugh said the proposals in the report were not"finite" and

would have to be modified and amended on occasions since, in Hong Kong's

eircumstances, flexibility and adaptability wore as important as trade

and industry.
