Mr. Nicoll mentioned to me that, when talking to Sir T. Lloyd, the Secretary of State had looked in and had had a brief discussion about this question of social services in Hong Kong. You may, therefore, wish to send the note of this meeting on to the Secretary of State to see, and we could then consider further the question of a despatch to Hong Kong, perhaps explaining that these points had been raised and that we would like more detailed and up-to-date reports on the several questions of housing, education and social policy generally for the Secretary of State's consideration. Mr. Nicoll has certainly suggested that more is in hand than we knew about.
