XXVII SUMMARY OF RECOMMENDATIONS

The following is a summary of the main proposals and recommendations contained in this report:-

That efforts be made to secure the amalgamation or federation of the numerous trade unions on an occupational or industrial basis and that contributions from affiliated unions to any federation be limited by rule. (See Section IV: page 12 para. 82).

That the continuance of the traditional guilds be encouraged. (See Section IV: page 12 paras. 83-84).

That Government officers and servants be prohibited from joining trade unions the membership of which is not confined exclusively to such officers and servants, without the specific consent of the Governor in Council. (See Section IV: page 13 paras, 85-90),

The Labour Advisory Board be asked to advise on the revision of the list of items on which trade union funds may lawfully be expended as the present list appears to be too restrictive and is certainly not being observed. (See Section IV: page 15 para. 104).

That the status of the Commissioner of Labour be made equivalent to that of the Secretary for Chinese Affairs because maximum prestige is esential to that office. (See Section IV: page 14 para. 107)..

That a Registrar of Trade Unions be appointed from outside the Department of Labour and that he should have a Deputy and Assistant Registrars to assist him in the work. (See Section IV: pages 16-17 paras. 108-114).

(vii) That the Labour Officer (Trade Unions) be given a clear

directive as to his duties vis-a-vis those of the Registrar of Trade Unions. (See Section IV: page 18 para. 117).

(viii) That assistance be given to the smaller trade unions in

connection with the compulsory annual audit of their accounts. (See Section IV: page 16 paras. 111-112).

The Registrar be given powers to cancel registration in certain circumstances, that certain criminals should not be permitted to hold office in any trade union, that any five members of a union or the Registrar be able to obtain an injunction restraining unlawful expenditure and that there be provision for a compulsory secret ballot. (See Section IV: page 17 paras. 113 & 114).

That consideration be given to the question of Probationary Trade Unions. (See Section IV: page 17 para.. 115).

That an appropriate fee be charged for trade union registration. (See Section IV: page 17 para. 116).

(xii) That an Employers Liability Committee be formed and an

Employers Lability Fund be created in order to ensure the payment of benefits in full to all workers under the Workmen's Compensation Ordinance and to provide for the rehabilitation of disabled workers. (See Section VI: pages 20-22 paras. 132-142).
