I have the honour to refer to your despatch 252 of 21st October, 1949, advising me that Colonial Development and Welfare Scheme D.998 should be regarded as cancelled and that a fresh application and memorandum should be submitted.
I now enclose a memorandum setting out in the marmer suggested in your despatch the scheme to mechanize the Hong Kong fishing fleet, and requesting a grant of £20,000 for this purpose.
