Annex to the Agreement on Port Arthur Signed at
Moscow on the 14th August, 1945.
With reference to the boundary of the naval base area provided for in article II of the Port Arthur Agreement, an east and west line shall be drawn from a point south of Hou-shan-tao-wan on the west coast of the Liaotung Peninsula eastwards through Shih-ho-chan and Tsou-chia-chu-tzu to the east coast of the said peninsula; south of this line shall be the land boundary of the said area, but Dairen Municipality shall be excluded.
Islands in the waters to the west of the Liaotung Peninsula area provided for in the agreement lying to the south of the diagonal line described below shall be included in this area; this diagonal line shall be drawn from latitude 39onorth, longitude 1200 49' east, to latitude 390 20'north, longitude 1210 31' east, and shall then turn north-east in the direction of P'u-lan-tien until it reaches the starting point of the land boundary to the south (? of Pu-lan-tien).
Islands in the waters to the east of the Liaotung Peninsula area lying to the south of the curved line described below shall be included in this area; this curved line shall be drawn eastwards from the terminal point of the land boundary to latitude 39° 20' north, longitude 123° 8' east and thence south- east to latitude 330 north, longitude 1230 16 (Imperial7 Russian map to the scale of 1 : 500,000 attached). note: map not attached to text in Gazette.)

The boundaries of the area shall be traced and demarcated on the spot by a mixed Sino-Soviet Commission, and if necessary boundary marks shall also be placed on the waters. In due course maps and charts shall be made with a detailed annex appended. The map made shall be to the scale of 1:25,000 and the chart made shall be to the scale of 1:300,000.
The date on which the said mixed commission shall commence operations shall be separately decided by the two parties.
The annex, map and chart of the boundaries of the area drawn up by the above-mentioned commission shall be approved by both Governments.
