The danger of leases being acquired by speculators and

passed on at a profit is excluded by a special Condition of

his Sale in the following terms. Quote. The purchaser,

executors, administrators or permitted assigns shall not, except by way of mortgage, assign, underlet or part with the possession or otherwise dispose of the Lot or any part

thereof or any interest therein nor enter into any agreement

so to do without the consent of the Governor unless and until

he has expended upon the erection of buildings on the Lot the

sum required in Clause 9 of the General Conditions of Sale. Unquote. Clause 9 of the General Conditions is the "building

covenant".
