Dear MacDougall,

Sir Patrick has certainly been stirred to activity. In my letter of the 16th to you I hoped his Peport would be forthcoming next month Actually an advance copy has arrived here and you will, I suppose, have received your copy by the time this reaches you.

I enclose conier of Sir Patrick's letter to me forwarding the Report and of my reply.

As regerâs possible alterations of a factual nature, we would of course leave it to you to settle these with Sir Patrick. As regards possible alterations on matters of "high policy" perhaps the best thing would be if you would let us have for comment any suggestions you might have from your end. We would then reply to you and leave it to you to take them up with Sir Patrick. We shall, of course, await with the greatest interest, your official comments on the report.
