I am sorry for the delay in replying to your letter of 3rd April (F.4110/4110/10) regarding China Companies owing to our files being in action. The Governor, Hong Kong, is still not prepared to enact legislation dealing with all the problems relating to China Companies, but prefers to restrict action for the moment to enacting legislation which will enable China Companies which transferred their registration away from Hong Kong, to return to Hong Kong.

I enclose copies of such correspondence as you have not already received.
