of the despatch, the leave reserve necessary to cover the duties of gazetted posts must in future be found not from the Inspectorate but from within the establishment of gazetted officers

the same considerations apply to

gazetted Police Officers as to Administrative Officers and therefore the same leave reserve "fraction" should be used.

The fraction proposed for Administrative Officers in despatch No. 107 of 3/9/47 was 1.48 and if this is applied to the gazetted Police Officers an establishment of 41 will be necessary to keep the 27 essential posts filled.

Assuming for the moment that a leave reserve of gazetted Police Officers is to be provided and turning to the question of how it should be calculated, it must I think be agreed that the same considerations apply as in the case of Administrative Officers. In this latter case, as indicated above, a fraction 1.48 was proposed last year but for reasons of expediency the despatch in question was put in 'cold storage' and is only now coming forward for consideration 54265/2/48 on 5424.7/6. There is no point in duplicating

here the discussion of the merits of the proposed fraction, 1.48, and if in minutes here it is agreed that a leave reserve of gazetted Police Officers must be provided on the same basis as for Administrative Officers, then further action will depend upon the outcome of the proposal under

54265/2/48 consideration on 54247/6.

As far as I am aware it is not usual to appoint a quota of Police Officers of the rank in question purely for relief purposes.

If I am right then I doubt whether this case affords sufficient grounds to will the question of relief provision on the basis for other Police Forces.

The real point here is that the conditions in Hong Kong are exceptional, and in view of these

conditions
