1. The establishment of gazetted officers in the Hong Kong Police Force is at present 27. was approved in 1946 and the allocation of duties was as shown in the table enclosed at (5) on the 1946 file. I attach at (19) opposite a note on the strength of the Force as at 31.3.47 and an analysis of the present gazetted establishment.

It was also agreed that the present post of Deputy Commissioner when it next fell vacant. apparent from the context of the despatch at (18) that the creation of these three posts of Assistant Commissioner was effected by the regrading of three posts of Superintendent and involved no increase in the total establishment of 27 gazetted officers.
3. With his despatch at (18), the Governor has forwarded a table showing the number and distribution of gazetted posts which are now consired essential. The number of such posts is still 27, as in 1946, but it is proposed that the establishment of gazetted officers should be increased to 41 on the ground,
