In this connection I would refer to your Savingram No. 67

of j1st July, 1946, on the subject of Mr. Chester Woods' appointment
as an Assistant Superintendent in September, 1945. It appears that
this appointment was not in fact gazetted but was included in a
Police Order issued by Mr. Pennefather-Evans. I enclose a copy of
this Order from which you will observe that both Mr. Chester Woods
and Mr. Whant were appointed Assistant Superintendents, not to act
as Assistant Superintendents, but it was stated that substantive
promotions were subject to your final approval.

It appears that Mr. Pennefather-Evans was satisfied that
these two officers were suitable for promotion and Mr. Sans om now
recommends them. These two officers may have some claim to having
their promotions made effective from 1st September, 1945, in view
of Mr. Pennefather-Evans' Order instead of from 1st May, 1946. Mr.
Chester Woods had been acting as an Assistant Superintendent prior
to internment and Mr. Whant deferred his repatriation until 29th
November, 1945. In the circumstances I recommend that as exceptional
cases their promotions should as a compromise be made effective from
1st January, 1946, the date on which the salaries of subordinate
Police Officers were revised.
