I have the honour to refer to my confidential (2)
despatch of 16th October, 1946, and to address you on the subject of
promotions to the gazetted ranks of the Police Force from among
officers of the Inspectorate.
2.
I now submit recommendations for the filling of the
vacancy caused by the death of Mr. W. R. Chester-Woods, reported in
my confidential despatch of 3rd December, 1946, and for the filling
of the remaining vacancy in the establishment of Assistant
(9) Superintendents of Police, approved in your telegram No.632 of 2nd

August, 1946. Both officers recommended were unanimously selected
by a Board of senior Police Officers, who were instructed to ignore
seniority and to make their selection on the grounds of integrity
and efficiency.

The first officer recommended is Inspector William
Ritchie, aged 46 years, who joined the Police Force on 4th August,
1922, and who is now Assistant Director of the Special Branch. He
was awarded the Colonial Long Service Medal in 1940. He is 14th on
the Seniority List of European Inspectors and his present salary is
£535 per annum. I recommend his promotion with effect from 1st
February, 1947, and in accordance with the rule for the assessment

the point of entry in the salary scale set out in my despatch No.228 of 13th December, 1946, his salary on that date would be £645
per annum,
