I have the honour to refer to my telegram No.
(26) 521 of 28th March, 1947, on the subject of promotions in the
(25)
gazetted ranks of the Police Force from among the officers of the
Inspectorate.
2.
Mr. Carruthers whom I recommended for promotion in my
confidential staff despatch No. 44 of 10th March, 1947, has asked
for his name to be withdrawn on the grounds that if he is promoted
to gazetted rank he will not then be permitted to retire at the
age of 45. He has since been promoted with effect from 1st April, 1947, to the rank of Chief Inspector. I wish to recommend
Inspector Cyril Willcox for the vacancy to which it was intended
to promote Inspector Carruthers.

Inspector Willcox, aged 41 years, joined the Police
Force on 29th October, 1928, and is now second in command of the
Water Police. He is 59th on the seniority list of the Inspectorate
and his present salary is £475 per annum, He has a fine record of
service and was selected in place of Inspector Carruthers by the
board of senior Police officers referred to in my confidential
(24) staff despatches No. 42 of 28th February, 1947, and No. 44 of 10th (25),
March, 1947. I recommend his promotion with effect from 1st April,
1947. On promotion he would be eligible for a salary of £570
per annum.
