I enclose a copy of the memorandum which I prepared when interned in Stanley and submitted to the Colonial Office last November. Please forgive its imperfections. Also the original of a memo- randum prepared after consultation with yourself and Mr. Tamworth and on which I should like you take action. (I have sent a copy to Miss Ruston as it has of necessity been referred to in another report.) Also a copy of the memorandum on Co- operatives, the original of which I submitted to Miss Ruston today.

There are many aspects of afforestation to which no reference is made in these three memoranda but they can be developed at a subsequent date if thought desirable.
