1. Chief Internal Events Reported.
(a) There seems to be a growing understanding of the need for action to end the Civil War. The People's Political Council are pressing for Government measures. (Wah Kiu Yat Po, 12/5).
The Democratic League in Shanghai calls for peace talks. (Sing Tao Jih Pao, 14/5). Sing Tao Jih Pao of 16/5.
says
"Peace to avoid destruction" "Government will reserve seats for
Communists invited to attend". (Sing Tao Jih Pao, 16/5). Wah Kiu Yat Po of 17/5 describes the situation as "life or death of a nation". There is no abuse of the Communists.
(b) Radio Administration workers in Shanghai struck for more pay on May 10. The strike finished on the 13th. Kiu Yat Po, 12/5).

(c) Overseas Chinese in U.S.A. etc. are deterred from returning to Hong Kong and China through fear of black mail, squeeze, and robbery. (Wah Kiu Yat Po, 12/5).
(a) T.V. Soong is about to proceed to U.S.A. to negotiate a U.S.$500,000,000 loan. (Sing Tao Jih Pao, 14/5).
(e) There is little about banditry this week, but large scale smuggling operations are reported. A battle between three large ships engaged in smuggling and naval vessels resulted in the successful escape of the smugglers. (Yuet Wah Pao, Canton, 15/5).

(g) China is trying to obtain foreign currency by esta- blishing banks overseas to deal with remittances to China.
