CIVIL AFFAIRS POLICY DIRECTIVES
CHINESE POLICY
1.
There should be no discrimination, statutory or otherwise, on racial grounds, but thie principle should not operate to prevent particular measures being taken which are
essential to public health.
2. Close contact should be maintained with His Majesty's Embassy and with British Consular representatives in China with a view to ensuring satisfactory relations with the Chinese
metropolitan and provincial authorities in matters of concern to
the Colony,
The functions of the Secretary for Chinese Affairs are outlined in the general Administration directive.

Aca
The holding of ublic Offices (e.g. Justice of the
reace, Membership of Executive or Legislative Councils) should be restricted to persons of British nationality.
In appointments to
the public service preference should be given to British subjects, but this qualification should not be insisted upon if in any instance the public interest should require otherwise.
5. Officers appointer to the higher grades of the Administrative and Police services should be required to possess and maintain a high standard of such Chinese dialecte as may be Every public prescribed, and of the written Chinese language. servant should be required to ualify in Cantonese ac laid down in General Orders and should be encouraged by bonus, or otherwise, to exceed the minimum standard there laid down,
The administration of the New Territories should conform
with the provisions of Ordinance No.34 of 1910.
