the office of Secretary for Chinese Affairs (the

title as it stands seems appropriate except for

its limited association in the past, and it is

doubtful whether it is necessary at present to

include responsibility for relations with America

and other countries at this stage), consideration

might be given to the appointment of two assistant

officers under him; one from the ranks of the

candidates specialising in domestic problems, and

the other an expert on Chinese politics, who would

act as liaison officer with the Embassy. Alternative

or additional methods of securing the objective

would be:-

(a) the encouragement of individual officers

in all Departments to make and maintain

contacts with the Chinese on the mainland,

and

(b) frequent exchanges of visits between

members of the staff of the Colonial

Government on the one hand and His Majesty's

Embassy in Chung King on the other.
