With reference to the proposed appointment of a Political Adviser to Hong Kong, a person who is very well acquainted with Hong Kong and with the needs of the people has sent me the particulars relating to Major Duncan Smith.

I may say that this lady spoke to me about this matter before I spoke to the Secretary of State and before I knew that a Political Adviser was likely to be appointed.

I do not know Major Smith personally but would it be possible for his qualifications to be considered when this appointment is being made?
