I have the honour to refer to my confidential

despatch of 14th July, 1946, and your telegram No. 18 of 5th

January, 1947, regarding promotions of Cadet Officers to Class

I and to address you on the subject of an appointment to the

post of Secretary for Chinese Affairs which has been vacated

through the retirement of Mr. R. A. C. North, C.M.G.

In considering which officer to recommend for the

post of Secretary for Chinese Affairs, I have omitted Mr. Kennedy-

Skipton, the question of whose resumption of duty is still not

settled.

Mr. Wynne-Jones is now Postmaster General, which

post he has filled satisfactorily since 1936 except for a short

period as Labour Officer in 1940. He is over 51 years of age and

will be due to go on leave prior to retirement in a few years time.

He has not had experience of the Chinese Secretariat and has never

acted as Secretary for Chinese Affairs, most of his service having

been in the Colonial Secretariat, as District Officer, as Magistrate

and latterly as Postmaster General. He is a competent officer but

is not fit for promotion to the important post of Secretary for

Chinese Affairs.
