I am sorry to have been so long in answering your letter of the 17th March. We are most grateful for your offer to release C.B.B. Heathcote-Smith in June on secondment to Hong Kong for about three years to fill the appointment of Political Liaison Officer. We shall be very glad to have Heathcote-Smith for this post. My establishment people will get in touch with your Personnel people about the details of the secondment as you suggest.
