Department boggle at the idea of the Foreign Office bearing any expenses in connexion with the attachment and feel that the onus of any approach to the Treasury should rest with the Colonial Office. This is the sort of thing which might I suggest be discussed beforehand, or simultaneously with discussions in the Far East, between our Establishment and Organisation Department and your Organization Department.
