With reference to my letter of the 1st September, Tenclose for your information copies of further correspondence with the Foreign Office.

I think this will now enable you to complete discussions with Nanking on the detailed arrangements for the secondment of an officer of the Hong Kong Cadet Service to the Embassy. When these have been settled, we shall no doubt get an official despatch putting the proposal and the detailed arrangements for formal approval, and seeking a decision on any such details as cannot be settled locally, e.g. the Problem of quarters, referred to in the last paragraph

of Scott's letter to me of the 13th October.

It would, I think, be useful if the despatch also dealt with the effect of the adoption of this proposal for the secondment of a Hong Kong officer for service in the Embassy on the question whether Heathcote-Smith's successor should be a Foreign Service officer or a Hong Kong officer, which, as you know, has been reserved for further consideration.
