Mr. MacDougall mentioned to me this morning, in connection with the question of arranging for periodic discussions between the Governor of Hong Kong and our Ambassador in Nanking, the proposal in No.11 on this file for appointing to the Secretariat for Chinese Affairs in Hong Kong an officer of the Foreign Service. Mr. MacDougall said that they had come to the conclusion that contact between the Hong Kong Government and the Embassy could best be maintained by the attachment of Hong Kong officers to the Embassy, and he was certainly under the impression that a despatch containing this view had been sent off some time ago. There is no reply on this file to our despatch to Hong Kong of the 6th May and unless you know that the reply has been registered elsewhere or that the view was expressed in another despatch which is registered elsewhere, perhaps you would tell Mr. MacDougall that we cannot trace the despatch, so that he can take up the matter.
