I enclose for your consideration a copy of a draft statement for simultaneous release in Hong Kong and the United Kingdom regarding the future of the University. I should also be grateful for your authority to release locally at the same time the Report of the Hong Kong University Advisory Committee. In this connection I should be glad if as many copies of the Report as are available might be forwarded to me without delay: twelve copies being sent in advance by air.
