Mr. Watson
In accordance with the recent Office instruction,
I am sending you, for the information of the Secretary
of State, the following summary of a savingram which has
just been received from Hong Kong regarding the
Hong Kong University. The savingram will, of course, be
registered on the relevant file and the latter will be
dealt with as quickly as possible.
The savingram from. the Governor deals with the
financial needs and, in view of the failure to get a
contribution from U.7. funds, proposes that the capital
expenditure of $4,000,000 should be met from the
Public works allocation of the rehabilitation loan
and that the whole of the estimated annual deficit of
Al million should be met from Hong Kong funds. The
capital expenditure is the amount required to complete
the reconstruction of the University buildings and for
the purpose of constructing buildings, completing
equipment and workshops and augmenting the library in
accordance with the plans which had been approved in
1941 but which were frustrated by the outbreak of war.
The Governor has enclosed with his savingram the draft
of a public statement for simultaneous release in
Hong Kong and the United Kingdom.
I am sending copies of this note to Mr. Newsam
and Mr. Osborne.
