accepted liability for the cost of passages to the first port of disembarkation or transshipment, leaving to the Colonial Government concerned the responsibility for onward passages to the United Kingdom or other destination. Having regard to the acceptance by His Majesty's Government of the full liability for the actual costs of the B.M.A. in Hong Kong, I trust that you will agree to this division of the cost which I consider in all the circumstances to be reasonable.

6. In the case of cash advances you will observe from paragraph 8(b) of the Administrative directive that these were made subject to an undertaking to repay the amount advanced if called upon to do so. It will be observed from War Office telegram No.77912 of the 5th October 1945, a copy of which is enclosed, that recovery was to be the responsibility of the parent Government,
