the circumstances. paragraph 2 of my telegram to the Secretary-General, Singapore, No. 301 (repeated to you as No. 457) it will not be possible to make the grant available before 1949.
2. In view of the additional sum of £1,000,000 referred ·
to above, H. M. G. must reduce to a maximum of £3,000,000
(three million pounds) the interest free loan in respect
of the airport mentioned in paragraph 3 (c) of my telegram
No. 456.
In view of the factors referred to in

3. On the assumption, which I should be glad if you would
confirm by most immediate telegram, that the above revised
arrangements are acceptable to you, the following amendments should now be made in the draft statement in my telegram No.467.
(i) paragraph 2. I agree the revised wording in your telegram
No. 407, subject to omission of third sentence beginning,
"Even as scrutinised". As Commissioners' Report is not
to be published, reference to amount of claims would invite
comparison with amount of Malayan claims where some compensa-
tion is to be paid and reference to other types of loss
seems undesirable. I feel, therefore, that I must ask you to
omit this sentence.

(ii) paragraph 3. Delete and of their belief in the Colony's
future". See my telegram No. 470.
(iii) paragraph 3. Last sentence. Delete "the following" and
add at the end of the sentence, "and have accordingly agree to
ask Parliament for the necessary authority to implement the
following decisions! This addition is necessary for
constitutional reasons.
