Arrangements for Financial Control

For the period ending 31st December, 1946.

(u) Estimates

As these estimates, which had been drawn up by the

etulf of the British Military Administration on the besia

of existing authorities, had had to be submitted to the

Colonial office without explanatory notes, their

detsiled examination within the Colonial Office was not

possible, although some general proposuls were made as to

methods of increasing revenue, In these circumstances,

it was considered that it would not be appropriate for the

Secretary of State to give his formal approvel to the

estimates and that all that should he done would be for the

Secretary of Stato te sanction such recurrent

expenditure

and non-regurront szpenditure us had been included in the

estimates on the understanding that such expenditure had

been included in accordance with the authori šios sironáj

given or in accordance with normal colonial pietice.

Any item of non-recurrent expenditure not so covered

should be submitted to the secretary of State for

approval, in the experditure involved is greeter than

$135,000. It is not, however, intended that work on any

such item should be held up pending the Lecretury of pt „e'b

spproval.

(b) Additional expenditure

The Governore should have authority to incur without

prior ruference to the Gscretory of stute additionel

non-recurrent expenditure up to an amount of $135,000 on

any one project. In an emergency, a Governor might need

to sanction non-recurrent expenditure in excess of this

emount, but in that event he would justity his action

/subsequently
