It has not been possible to produce the usual tabular Statement of Unallocated Stores. Immediately the Colony was liberated and for many months afterwards, there was a heavy influx of stores from all parts of the world, many of them from official sources and without invoices. To make matters worse, the staff shortage in the Stores Department was acute and it was consequently impossible to take stock or to maintain fully the normal stores records. A special Board has been engaged for some past in taking stock but the work has not yet been completed.

GENERAL

34. The closing of the Colony's accounts for 1946/47 has inevitably been delayed owing to the many complications involved in the change over from Military to Civil Admini- stration and the necessity for detailed investigation of the position regarding 1941 balances. Compilation of the accounts has entailed exceptional difficulties and I take the opportunity of paying tribute to the depleted Treasury staff most of whom have willingly put in many hours of overtime work throughout the year, reinstituting essential records which were lost during the Japanese occupation. It will now be possible rapidly to reduce the time lapse in the production and publication of subsequent accounts.
