Following personal from Sidebotham, Begins,
We fully appreciate that your first concern is to restrict immigration into Hong Kong, and you will now have seen Foreign Office telegram to Tamsui repented to you as No.1732. Foreign Office urge, however, that H., Consul, Tamsui, is overwhelmed with routine work despite the recent appointment of Drinkall as Vice-Joning, and, as they attach greatest importance to securing prompt receipt of detailed information from Formosa, they are anxious that Consulate should concentrate on this.
