I appreciate desirability of /concess- included
ions in statement of policy as
outlined in enclosure to your despatch
the interests of getting people to renew their leases and undertake new development
or re-development and I accordingly give
my covering approval for adoption of that
policy. I should, however, wish to be
consulted beforehand if there is any question
of extending the period of one year during
which Crown rent is to be re-assessed in
accordance with the scale applicable to
the locality in the period immediately
before the outbreak of the Pacific ar
and the renewal premium is to be based on
land values in locality during that period.
It should be possible next year to arrive
at some idea of current values and to
revert to those values as the proper
basis on which to fix the terms of renewal.
