Dear Rowell,

A despatch has now arrived from Hong Kong containing the Bishop's proposals about a Block Grant and the Governor has suggested that you and the Bishop should meet to discuss the question with the office.

Which of these dates in order of profer- ence would suit you, September 22nd to 29th, except September 23rd which is already full with other meetings, Votober 4th morning, or 14th October afternoon.

I will send you the necessary warrants.
