I suggest that we should not amplify the reply as Mr. Kirkness proposes because H.M.G. in this country have accepted the principles of equal pay for men and women but are not prepared to put it into practice in present financial and economic circumstances. When Colonial Governments Shave asked for advice on the point we have advised maintaining statusquo until there is some indication in this country that the principle is to be applied in practice. West African Governments give equal pay to men and women but East African Governments pay women at about 80% of the scales for men, i.e. the same relative rates as those obtaining in Hong Kong.
