I am sorry that you have not had an earlier reply to your despatch 0.290 Confidential of the 25th November 1948 about the establishment of a ublic Services Comission. A despatch had boun drafted in reply, but it raised a point of such importance that I think it best to exchange views with you semi-officially on that point before replying forally. It may however be useful to you to have the bulk of what was in the draft despatch at once, and I give this in the attached Note in the form of an extract from the draft. This may enable you to proceed with the introduction of the Bill.
The point of importance is the question of remission of vacancies to the Commission to which you refer in peragraph 4 of your despatch. It seems to us that a full application of the doctrine laid down in Colonial No.197 to the special case of longong may be undesirable. le have no quarrel with the principle that all vacancies in the technical, professional and clerical services should be first referred to the Public Services Commission, and should be referred home only if no suitable local
