I have now been able to consider possible effect of present Clause 11(i) (c) of Bill in other Ezritories and am prepared to agree to this clause provided that the authority of the Secretary of State in regard to appointments as set out in Colonial Regulations 23-26 inclusive is explicitly safeguarded, by including provisions on the lines of these Regulations either in the Bill or in Regulations made under it. assume you would prefer not to alter text of the Bill air my legal advisers are inclined to think that Regulations on the lines of Colonial Regulations 23-26, if suitably word *d, would be within the power granted by Clause 20
Hada, but your legal advisers will no doubt consider the point. Similar provision was made in the 1931 Public Service Regulations of Ceylon in respect of their Public Services Commission and I am forwarding by savingram text of the Regulations concerned.

Your intention to make such Regulations, if this alternative is decided upon, should be fully explained at third reading of Bill. You may find it convenient to introduce the subject by an explicit reference to paragraph 21(ix) of Col. 197 and to Colonial Regulation 24. view of paragraph 4 of your telegram in which you say that local unofficials fully appreciate the position, I hope you will have no difficulty in securing acceptance of the proposal to make these Regulations.
3. I should wish to have an opportunity of considering Popsada regulations in draft.
