Public Service Commission and make his recommendation to the Commission as to how the vacancy should be filled. The Public Ser- vice Commission, through its Chairman, will then advise the Governor regarding the filling of the vacancy.
25. (i.) Where vacancies are filled according to the results of exa- minations in conformity with any scheme of recruitment of officers ap- proved by the proper authorities, Permanent Secretaries to Ministries and Heads of Departments will not be required to make any recom- mendation as to the persons to be appointed to fill such vacancies. On receipt of notification of vacancies in such cases the Public Service Commission will arrange for the holding of the necessary examina- tions in accordance with the schemes of recruitment and make recommendations to the Governor for filling the vacancies.
(ii.) Appointments to the various Classes in the Civil Service will be made as provided in the Civil Service Minute.
Procedure regarding appointments (including promotions) requiring the approval of the Public Service Commission.
26. Appointments (including promotions) in the Public Service to posts in which the initial pensionable or non-pensionable salary of the officer to be appointed will exceed Rs. 3,780 per annum but will not exceed £600 or Rs. 9,000 per annum will be made by the Public Service Commission. The procedure for making such appointments shall, unless otherwise provided, be the same as that prescribed in these Regulations for making appointments requiring the approval of the Governor, except that the Public Service Commission will make the appointments without forwarding recommendations the Governor.

Procedure regarding appointments (including promotions) not requiring the approval of the Governor or the Public Service Commission.
27. Heads of Departments are authorized to make appointments (whether permanent or temporary) to all pensionable or non-pension- able posts the initial salaries of which do not exceed Rs. 3,780 subject to the provisions of such sanctioned schemes or other general regula- tions, including regulations regarding competitive examinations, as may be applicable thereto.
Note.-(1) The Deputy Secretary to the Treasury will function as a Head of Department under this Regulation in respect of the Combined Services.
Note.-(2) Appointments to the Staff of the Supreme Court not expressly placed in charge of any other officer or body will be made by the Permanent Secretary to the Ministry of Justice under this Regulation.
Transfers.
28. Transfer of an officer involving increase of salary or involving promotion to a higher grade or class than that in which he is serving at the time of the transfer should be dealt with according to the procedure regarding appointments prescribed in these Regulations.
Section III.-Discipline.
29. A public officer holds office subject to the pleasure of the Crown, and the pleasure of the Crown that he should no longer hold it may be signified through the Governor, in which case no special formalities are required.
