Amendment of Salary Scale for joman
Labour Officer.
The Salaries Commission, in paragraph 145 of its Report, recommended that the title of Lady Assistant Lebour Officer should be changed to Woman Labour Officer and that the scale for the post should be similar to that of Mistress, Education Department. There is one post of Woman Labour Officer shown under Head 17, sub-head 1, of the current Estimates and the revised scale is 630, 630, 630, 660 by 40 to $1,100 per month, with a probation ber after the third point and an efficiency bar at 8860/900 per month.

As you are aware, the salary scale for Listress, Education Department, was 630, 630, 660 by 40 to 1,100 per month, and for Senior Bistress 1,140, 1,180, 1,240, 1,280 per month, but you approved the discarding of the latter scale and the introduction for Histresses of a revised through scale of 630, 630, 660 by 0 to 1,100 by 60 to 1,240 per month with a probation bar after the second point and. efficiency bars at $860/900 and X1060/1,100 per month. I wish to introduce the same scale now for Momin Labour officer, but with the exception that the probation bar should full after the third point and not the second.

The Conditions of Service Committee hes considered this matter and has advised that the scale for Women Labour Officer should be amended to bring it into line again with that for Mistress, in accordance with the recommendation of the Salaries Commission. I agree with this recommendation, but I wish to preserve the three years probation period for Woman Labour Officer which appears in the corresponding male scale and in the scales for certain other posts where it is envisaged that a knowledge of Cantonese should normally be pre-requisite to confirmation.

No extra expenditure is involved at present. The salary conversion arrangements made in respect of the present Woman Labour Officer disregarded the initial year on the present revised scale, so that she was not penalized because the initial three points are 8650 per month. She is now on the 1980 per month point, proceeding to 1020 on 12/7/49, and will not, therefore, be eligible to proceed beyond the present maximum (1,100 per month) for another three years. But unless the scule is amended it will affect adversely any new. entrant to that grade.

I should be grateful for your approval to mend the salary scale for Joman Labour Officer as proposed in my paragraph 2 above. The approval of Finance Committee has already been obtained..
