On further consideration I have reached conclusion

that uniformity need not be pursued. I accept in toto

rates of expatriation pay recommended by Commission.

Your paragraph 5 New proposal regarding cost

living allowance of lower grades. Your savingram

No.86 has just arrived. I had not previously seen

terms of atrike settlement in respect of Government

daily paid labour. If you are in a position to give c

that

an assurance your present proposals would result in

total emoluments og Goverment monthly paid minor staff

becoming substantially the same as total emoluments of

comparable Maval Dockyard staff I shall be prepared to

approve them. But if as regards the coolie grade the

continuance of the practice of paying rehabilitation

allowance to Government coolies at artisan rate instead

of coolie rate would result in Government coolies

receiving greater total emoluments than Dockyard

coolies, I consider that further justification is needed

on this point, and that if there is no other reason for

continuation of rehabilitation allowance at artisan

rates for Government coolies than that it has hitherto

been granted, the present opportunity should be taken

to correct this anomaly. If your new proposals are

agreed to, I consider, subject to any comments you may

have, that effective date should be same as effective

date of increases granted to others after August

strike, Commission's recommendations being accepted

for period between 1 January 1947 and that date.
