Regret delay in reply to paragraphs
3 and 4 in your savingram No. 935 of 12th (30) on '47 file
December, 1947.
2. It is feared that if any salaries appreciably higher than those offered to officers recruited since 1946 were paid it would result in discontent.
3. Vacancy forms giving the revised salaries are enclosed, and it is requested that efforts be made to recruit on the minimum of these scales, but if that is found impracticable there would be no objection in the case of candidates who were considered particularly well qualified and who had the right experience, being offered a commencing basic salary not exceeding $1,000 a month.
4. There is no objection to a gratuity under the terms of R.D.W. 6 if the officer is not transferred to the permanent establishment, but it is considered that payment of such a gratuity cancels the need for a higher starting salary.
5. It is therefore preferred that candidates be recruited on the normal starting salary plus
