available and receipts should therefore be considerably higher than during 1946/47. The revised estimato figure for that year was approximately $4,500,000 although during the opening months of that 11-month period the volume of traffic was very small. The estimate for 1947/48 is a conservative one and takes into consideration the possibility of the development of local conditions which may result in a serious fall in the volumo of traffic.

Revenuo from Land Rents, Properties and Investments, The estimate under this Head has been increased from $1,709,500 to $2,280,000,

Miscellaneous Receipts. The estimate

under this head has been increased from $1,491,000 to $3,184,100. Increased royalties are anticipated from the two Bus Companies and the Tramway Company as their services become more normal.

Land Sales. The estimate for 1946/47 of $200,000 has been raised to $5,630,000. It is anticipated that a number of land sales will take place during 1947/48 including the sale of valuable land in the Central District.

EXPENDITURE

All departmental expenditure has been carefully examined and the provision which has been made represents what is considered to be the minimum necessary to finance the various services as at present organised. Government is full conscious of the necessity of keeping recurrent expenditure down to the minimum figure consistent with efficiency and it is hoped that an Efficiency Expert from the Imperial Treasury will shortly be visiting the Colony to examine establishments with a view to suggesting possible economies and s chemes for re-organisation.

The work of many departments is still greatly in excess of that for which the establishments were designed and it has in consequence been necessary to augment their staffs. The policy has been to provide for such additional staff under block votes as temporary staff rather than detail the appointments in the departmental estimates which is apt to convey some suggestion of permanency. It is most desirable to avoid any further increases in establishment except for entirely new services, until the position has been examined in detail by the Efficiency Expert.
