had no control. I earnestly trust that if His Majesty's

Government is not prepared to consider any outright grant

as was approved in the case of Malta, it will at least

agree to bear all these war-time charges such as Volunteer

pensions and demobilization benefits, repatriation passages,

relief payments and the like. Local feeling is very strong

on this point and I would invite attention to my telegram

No. 589 of the 1st April, 1947 in which I informed you that

in response to representations from Unofficial Members I had

given an undertaking that items of this kind now charged to

Suspense Accounts would not be accepted as definite charges

against Hong Kong funds until an opportunity had been given

for the matter to be debated in Legislative Council.

In conclusion I wish to bring to your notice again

the excellent and most valuable work that has been done at

every stage of the preparation and presentation of the se

Estimates by the Acting Financial Secretary, Mr. C. G. S.

Follows, C.M.G. Mr. Follows has carried through the work

under considerable handicaps such as shortage of experienced staff and inadequacy of printing facilities, and he has

surmounted the difficulties and dealt with every part of

his arduous task with a skill and clearness of thought

which have claimed the admiration of the Legislative Council

and have been of the utmost assistance to myself.

The Appropriation Ordinance has already been
