Dear Falmer,
Please refer to your letter of the 10th March enclosing a draft despatch of approval of the 1947/48 Estimates of Hong Kong. As I have already told you, I feel that the regrettable delays which have taken place in the consideration of the Hong Kong Estimates by H.M. G. really rule out the transmission at this stage of a despatch on the lines of that proposed. In the circumstances, it would seem best to send, with appropriate alterations, your Secretary of State's approval in the shape of paragraph 1 of your draft despatch. Such other points, e.g. paragraphs 4 and 5 of your draft can, of course, be included or may be put separately. General reflections and advice may now be held over fer comment (if appropriate) for the 1947/4848/ Estimates, or for inclusion in any correspondence which may take place on the proposed relaxation of Treasury control in Hong Kong.
