Licensing, owing to shortage
of old staff and loss of records has not recommenced,

One merchant vessel has been surveyed for International
Safety Certificates.
(j) Telephones. Repair works have been carried out and over
100 telephones installed in Government offices.
Lack of transport generally is a severe handicap.
II. ELECTRICAL.

(a) Staff. Very few of non-European staff have reported.
Nearly all European staff has been repatriated,
several Military Officers have reported for Far
Establishment.
(b) Workshops. Machine tools and workshops have been moved
to new accommodation and will be installed.
(c) Material.
That left behind by the Japanese has been
sorted, but little is of any use. Electrical work is
seriously handicapped by shortage of serviceable
materials.
(d) Light & Power. Over 1,000 points have been installed
or overhauled in Government Depts, but only the barest
minimum of requirements can be satisfied owing to lack
of material.
