Dr. Smart's very interested Report and Recommendations on the health situation in Hong Kong deals with 15 different aspects of the subject.

In section 1 devoted to personnel Dr. Smart stresses the urgent need for Health officers about which we have also had telegrams fro... Brigadier MacDougall. He also refers to the need for a Veterinary Officer, Sanitary Inspectors, qualified Clerical Assistants and an addition Pharmaceutical Chemist. These are matters for the Personnel Department and in order to save time I suggest that Mr. B.D. Edmunds should retain one or the

copies of the Report at the back or this file and should consider separately section 1 on personnel.

Similarly I suggest that a second spare copy of the Report should go to Colonel Darby to consider and take action on section 2 which refers to medical supplies.

(In this 6 and 13 concerned with venereal disease. connection I might mention that a savingram has just been received from the C.C.A.0. asking for supplies of penicillin extra to the Young Estimates for the treatment of V.D.)

Miss Darlow will wish to see the Report generally with its emphasis on the urgency or the housing problem and particularly section 15 devoted to social welfare and relief.

Would Miss Darlow and Mr. Davidson say if they wish to retain a copy of the Report.

I have had a copy or the first paragraph in section 5 made for file S4/45/4 on which proposals for a new constitution are being considered.

Dr. Smart's recommendations in section 7 on the need for a suitably qualified officer to look into the question of food production has been anticipated by the offer to Dr. Herklots of new post of Secretary for Development. In this capacity, Dr. Herklots will be responsible for fisheries (industry and research) forestry, agriculture and nutrition.

Mr. Sabine should see section & in which the recommendation is made that an officer should be appointed to direct and control propaganda concerning

the social causes of disease and their remedy.

With regard to Dr. Smart's recommendations in section 12 on higher medical education in relation to Hong Kong University, an ad hoc Advisory Committee has just been appointed by the Secretary of State to look into and to advise on the variety of matters referred to by Dr. Smart. No action is needed on this section of his Report but I would propose that a copy
