A successful Vice-Chancellor before retiring might be an excellent choice as Chancellor for a few years, and in any case the appointment of Chancellor should not be for a long term, but say three years as a maximum. Thus between the annual Visitor and the Chancellor contact with the academic and official worlds of Britain and China, (and one would hope of other countries too) would be maintained.

Representation of Graduates

The Graduates, including Honorary Graduates, should be represented to an increasing degree on the governing bodies of the University. The number of their representatives or the Court should be increased, and they should be represented on the Council. As time goes on that representation also should be increased at the expense of the official element, some other method than an official majority being used to secure any ultimate powers of veto thought necessary. A University based on the support of a large number of influential graduates in Hong Kong and in China rould be able to survive many changes in its social and political environment.
