I have marked paints in the Hong Kong cable you were good enough to send me and put forward these notes for your consideration.

(a) I am responsible for this date which looked possible when I discussed matters with Simpson at the end of April. It is necessary now to make clear to Young how it would embarrass the Advisory Committee if the University were restarted at that date, before H.M.G. has had time to examine the Report. The University Ordinance might be repealed temporarily, or if it is possible, suspended: a Com- mittee for Higher Education set up with Simpson as its Chairman or Executive. Members to carry on such work as is possible among things hitherto done by the University. The quality of the work done would have to be such as the revised University could accept without question.

(b) He cannot appoint Simpson as Vice-Chancellor. The Court makes the appointment on the recommendation of the Council. If the procedure suggested above were adopted the difficulty would not arise.

(c) For the restricted range of buildings this figure is higher than our estimate by about 50%. But as prices are falling and are likely to fall rapidly when materials are more plentiful, I think that the final figure for the completed range of repairs will not be far from our estimate. But it clearly shows that no new building should be undertaken for at least two years.
