size of the University's student body and the
proportions likely to be derived from Chins, the
Colony, and other territories and (b) the
proportion in which the capital and recurrent

expenditure involved might properly be derived

2. Memorandum hás accordingly been prepared in

you by air mail. In brief recommendations are
follows:
