Cohen leaves for India at the end of this week, we think we should take advantage of his offer to see Mr. Juleman on his return julnoy. might be well, therefore, if tho Ambassador were warned that he will be breaking his juznoy at Basra, and asked to arrange with Mr. Colo.am that the labtor should meet his 'plans. ..s you have been in direct touch with the Foreign Office over this matter, I wonder,if you agree, if you would most kindly ask them to send a telegram on these lines, adding that tho number of Mr. Cohen's 'plano will be notified to the Ambassador from Indic.
