In Eden's absence I am writing, in answer to your letter to him of the 25th May about Hong Kong, to say that steps have been taken to bring the relevant part of the Prime Minister's minute to the attention of those

I think I ought to point out, however, that, at the meeting in question, the Chairman was not throwing any doubt on our resolution to resume the administration of Hong Kong and to overcome any physical difficulties. He was merely referring to the difficulties likely to be encountered from the Chinese side, and to the atmosphere of uncertainty which the absence of any understanding with the Chinese Government might conceivably create.
